Q claimed that they had predicted the announcement of the OIG report not only to the day (December 9, or 12/9), but to the very minute (1:29 PM US Eastern time).
How could this be possible? One explanation is control – the ability to coordinate with the necessary individuals to preset the publication times of these tweets.
